Once an agency awards a contract, it typically posts a public award notice showing who won and the award amount, separate from the individual notification you get if you were an offeror. For a business that did not win, an award notice is mainly useful as research: it tells you who you lost to, which is a starting point for a debriefing request or for tracking when that contract is due to be recompeted. It is not a debriefing and does not explain why you lost.

"Award has been made to the offeror identified below in the amount shown." That tells you the outcome and the winner, but if you want to know why your proposal did not win, you still have to request a debriefing separately.
