Terms of Service

These terms are the agreement between you and QUARRY LLC ("Quarry", "we", "us") for use of quarrybids.com and the Quarry service. By creating an account or using Quarry, you accept them.
We have tried to write these in the same plain English we use for contract notices. If a term matters to you and you do not understand it, email support@quarrybids.com and ask before you agree.
1. Read this part even if you skip the rest
Quarry is not the government and is not affiliated with it. We are not affiliated with, endorsed by, or acting on behalf of SAM.gov, the General Services Administration, or any federal agency.
Registering your business in SAM.gov is free. You do it yourself at sam.gov. Quarry does not register you, does not charge for registration, and does not offer to handle it. Anyone charging you for SAM.gov registration is not us and is not necessary.
We do not bid for you. Quarry shows you opportunities and explains them. It does not prepare, submit, or manage bids, and it does not act as your representative with any agency.
We do not guarantee you will win anything. Quarry is an information tool. Nothing in it is a promise, prediction, or assurance that you will be awarded a contract, be found eligible, or be competitive.
Always check the original notice before you act. Our summaries are a convenience. The official, authoritative version of every opportunity is the notice published by the agency on SAM.gov. If ours and theirs disagree, theirs is correct.
2. What Quarry is
Quarry collects federal contract opportunity notices that agencies publish publicly, loads them daily from SAM.gov's public data, and presents them in plain language with tools to search, filter, save, and be alerted.
The underlying notices are public U.S. government records. We do not own them and we do not claim to.
3. Accuracy, and its limits
We take reasonable care, and you should still verify everything that matters.
- Our data comes from a daily bulk file. An opportunity can be amended, extended, cancelled, or awarded between our updates. What you see may be hours old.
- Our plain-language summaries are generated by automated systems, including artificial intelligence. They can be wrong, incomplete, or misleading. They are written to help you decide whether to read the real notice, not to replace it.
- Not every opportunity has a summary. Where one does not exist, you are seeing the agency's original text.
- Fit indicators such as "strong fit" are estimates, generated by matching your profile against the notice. They are a sorting aid, not a judgment about your eligibility. Eligibility is determined by the agency, under the terms of the solicitation.
You are responsible for reading the actual solicitation, confirming deadlines with the agency, and meeting every requirement. Missing a deadline because you relied on Quarry is a risk you accept by using it.
4. Your account
You must be 18 or older and able to enter a contract. You are responsible for keeping your login secure and for what happens under your account. Tell us promptly at support@quarrybids.com if you think someone else has access.
Give us accurate information. The matching only works if your profile is true, and a profile built to game the results mostly wastes your own time.
One account is for one business. Do not share credentials across companies.
Multi-seat plans. If your plan includes additional seats, every seat must belong to someone who works for the one business that holds the account. The account holder is responsible for what everyone on the account does, for adding and removing seats, and for the whole subscription fee. Seats are not transferable to another company and may not be resold.
5. Subscriptions and payment
Free tier. The Explorer tier is free and does not require a card. We may change what the free tier includes, and we will tell account holders before we reduce it.
Paid subscriptions. If you subscribe:
- You authorize us, through Stripe, to charge your payment method the fee for your plan on a recurring basis, monthly or annually, whichever you chose.
- Subscriptions renew automatically at the end of each period until you cancel.
- You can cancel any time from your account. Cancellation takes effect at the end of the period you have already paid for. You keep access until then.
- Prices can change. If we raise the price of a plan you are on, we will email you at least 30 days before it applies to you, and you can cancel before it does.
- Introductory and founding-member pricing is honored for as long as you stay subscribed on that plan. If you cancel and come back later, you come back at the then-current price.
- Taxes may be added where required.
Refunds. If Quarry is not what you expected, email us within 14 days of a charge and we will refund it. After that, we do not offer refunds for partial periods, but we will always read the email. We would rather refund someone than argue with them.
Failed payments. If a charge fails, we will retry and email you. If it keeps failing, we may suspend access until it is resolved.
6. What you may not do
- Scrape, crawl, or bulk-extract Quarry's content by automated means
- Resell, redistribute, or republish our summaries or matching output as your own product or service
- Share one account among multiple businesses, or resell access
- Reverse engineer the service, or try to get around rate limits, paywalls, or tier restrictions
- Use Quarry to break the law, or to help anyone misrepresent themselves to a government agency
- Attack, overload, or interfere with the service or anyone else's use of it
The underlying government notices are public records, and nothing here stops you getting them yourself from SAM.gov, which is exactly where we get them.
7. Who owns what
You own your data. Your profile, your saved items, and your feedback are yours. Ask us and we will send you a copy or delete them; the Privacy Policy explains how.
We own Quarry. The software, the interface, the design, the brand, and the plain-language summaries and matching logic we generate are ours or our licensors'. Your subscription buys you the right to use the service, not to own it.
The government's records are nobody's property. Federal contract notices are public domain.
Feedback you send us, we can use. If you tell us how to improve Quarry, we may act on it without owing you anything for it.
8. Service availability
We aim to keep Quarry running and will not pretend to guarantee it. We may change, suspend, or discontinue features. If we discontinue the service entirely, we will give account holders at least 30 days' notice and refund any prepaid period that you have not used.
9. Disclaimers
Quarry is provided "as is" and "as available." To the fullest extent the law allows, we disclaim all warranties, express or implied, including merchantability, fitness for a particular purpose, non-infringement, and any warranty that the service will be uninterrupted, timely, secure, error-free, or accurate.
We are not your lawyer, your accountant, or your contracting officer. Nothing in Quarry is legal, financial, or procurement advice.
10. Limitation of liability
To the fullest extent the law allows:
- We are not liable for indirect, incidental, special, consequential, or punitive damages, or for lost profits, lost contracts, lost bids, or lost opportunities, even if we were told they were possible.
- Our total liability to you for any claim is limited to the greater of (a) the amount you paid us in the 12 months before the claim, or (b) $100.
Some states do not allow these limits. Where that is true, they apply to the extent permitted and no further.
11. Indemnity
You agree to cover us against claims, losses, and reasonable legal costs arising from your use of Quarry, your breach of these terms, or your violation of anyone else's rights.
12. Ending the agreement
You can close your account any time.
We can suspend or close your account if you break these terms, if we are required to by law, or if your use threatens the service or other users. Where circumstances allow it, we will tell you first and give you a chance to fix the problem. If we close your paid account for a reason that is not your breach, we will refund the unused portion.
Sections 3, 7, 9, 10, 11, and 13 survive the end of this agreement.
13. Governing law and disputes
These terms are governed by the laws of the State of Oklahoma, without regard to conflict-of-laws rules. Any dispute will be brought in the state or federal courts located in Oklahoma, and we both consent to those courts.
We are not asking you to give up your right to sue or to join a class action. Many services in this market do. We would rather resolve a problem by email. Start with support@quarrybids.com, and we will make a genuine effort before either of us involves a court.
14. The rest
Whole agreement. These terms and the Privacy Policy are the entire agreement between us about Quarry.
If part of this is unenforceable, the rest still stands.
If we do not enforce something immediately, we have not given up the right to enforce it later.
You cannot transfer this agreement without our consent. We can transfer it if the business is sold, and we will tell you if that happens.
Changes. We may update these terms. If a change materially affects your rights, we will email account holders at least 30 days before it takes effect, and continuing to use Quarry after that means you accept it. If you do not, cancel and we will refund any prepaid period you have not used.
