Missing a vehicle's initial award does not always mean you are locked out forever. Some multiple-award vehicles are built with an on-ramp provision, a planned later competition to add new awardees, often timed to keep the pool from shrinking as companies merge, get acquired, or drop off. Not every vehicle has one, and even those that do only run them occasionally, so treat an on-ramp as something to watch for, not something to count on.
