Every certification that matters in federal contracting routes through one of two places: your own SAM.gov registration, or SBA. That is the whole map. Nothing below requires a consultant, a broker, or a fee, though third parties are free to charge you for help filling out forms that ask for nothing they know and you do not. What each one roughly asks for
Small business. Nothing beyond an accurate SAM.gov registration and a size that genuinely falls under the standard for your primary NAICS code. No documents, no review, effective immediately. Start here, always. It is the floor every other program sits on.
8(a) Business Development. Ownership and control documents, evidence of social and economic disadvantage, personal financial information including net worth, and a business history SBA can evaluate. It is the deepest application on this list, and the most worth taking slowly, since the nine-year clock it starts runs once per person, ever.
WOSB / EDWOSB. Proof that women own and control at least 51 percent of the business, plus economic disadvantage documentation if you are certifying EDWOSB specifically. Going through an SBA-approved third party can be faster than SBA directly, but you are paying for speed on a form you could file yourself for free.
SDVOSB / VOSB. Proof of veteran status, a service-connected disability rating for SDVOSB specifically, and the same ownership and control documents every certification asks for. If the VA buys what you sell, this is the certification with the most leverage inside that one agency.
