A contract awarded to a single business without competing it, permitted only when the government can justify why no one else could reasonably do the work, such as a sole manufacturer, an urgent need, or an 8(a) sole-source award under SBA's program. Agencies have to write and approve a justification before they can do this, and that document is usually public. For everyone except the business getting the award, a sole-source notice is mostly a signal to stop reading and move on.
